IBSS Awarded the NOAA OAR ARL Air Quality Research and Development Support Services Contract

August 27, 2025

Silver Spring, MD – August 2025:

IBSS, a leading government contractor providing services for cybersecurity and enterprise information technology; environmental science and engineering (including oceans, coasts, climate, weather, and satellite); and professional management services; was awarded the NOAA OAR ARL Air Quality Research and Development Support Services Contract.

About NOAA OAR ARL

The Air Resources Laboratory (ARL) of the National Oceanic and Atmospheric Administration (NOAA) conducts research and development in the fields of air quality, atmospheric dispersion, weather, and boundary layer science. Key activities include the development, evaluation, and application of air quality models; improvement of approaches for predicting atmospheric dispersion of hazardous materials; and the generation of new insights into air-surface exchange and climate variability and trends. Our Mission is to improve the ability of the Nation to protect human and ecosystem health and to support a vibrant economy through advanced atmospheric sciences and technologies.

IBSS along with their partner ERT, will assist in ARL’s provision of essential tools and information for decision makers and the research community to: (1) improve prediction of the atmospheric transport of toxic chemicals and other hazardous materials; (2) understand how and why weather has changed and what changes might occur in the future; and (3) use state-of-the-art methods and techniques, and develop new ones as necessary, to better understand and model the atmospheric boundary layer (the portion of the atmosphere closest to and most influenced by the Earth’s surface). NOAA OAR ARL’s work improves the prediction of surface and near-surface weather and climate conditions. The boundary layer is the mixed layer of the atmosphere closest to the ground, where people live and work. We develop, improve, and test dispersion models and other tools for air quality and emergency response applications, including volcanic eruptions, forest fires, nuclear accidents, and homeland security incidents. NOAA OAR ARL also develops instrumentation, designs and evaluates high-resolution observing networks, and conducts field studies to improve the accuracy of atmospheric transport and dispersion predictions. The accidental or intentional release of chemical, biological or nuclear agents can have significant health, safety, homeland and national security, economic, and ecological implications.
