IBSS was first successfully appraised at CMMI-SVC Maturity Level 3 in 2019, and CMMI-DEV Maturity Level 3 in 2023, demonstrating that the organization has established processes that are defined, documented, and applied consistently across its development and service delivery activities. The appraisal provided an opportunity for IBSS to evaluate how its processes support the organization today while creating a stronger foundation for continued improvement.
The Challenge
As an organization supporting complex federal requirements and a diverse range of customers, IBSS operates across multiple disciplines, contracts, and technical environments. Maintaining consistency as programs and teams evolve requires more than individual expertise. It requires processes that can be understood, followed, measured, and improved across the organization.
This year, IBSS sought to strengthen that foundation through the CMMI appraisal process. Rather than viewing the appraisal solely as a compliance exercise, IBSS approached it as an opportunity to examine its established practices, identify opportunities for greater consistency, and reinforce a culture of continuous process improvement.
The Approach
The CMMI appraisal brought together IBSS’ processes and practices across both development and service delivery.
- For CMMI-DEV, the appraisal examined the organization’s development-related processes and its ability to establish and enhance defined practices that support consistent project execution and quality standards.
- For CMMI-SVC, the appraisal evaluated processes supporting service delivery and the management of services to customers making sure they are high quality, well-defined, and consistently applied.
Achieving Maturity Level 3 in both models reflects IBSS’ emphasis on establishing organization-wide processes rather than relying solely on project-by-project practices. The effort also reinforced the importance of documentation, consistency, organizational learning, and continuous improvement. By establishing a common process foundation, IBSS can better support teams as they manage changing customer requirements and increasingly complex work.

IBSS successfully achieved:
- CMMI-DEV Maturity Level 3
- CMMI-SVC Maturity Level 3
Achieving Maturity Level 3 in both development and service demonstrates IBSS’ commitment to defined, repeatable processes across these business areas. The accomplishment also provides IBSS with a framework for continuing to evaluate and improve how work is performed, managed, and delivered.
